Over the past decade, an increasing number of people have considered spending their retirement abroad. After decades of work, many seek a change of scenery, a slower pace of life, and—most importantly—a safe and comfortable environment to grow older. Lower living costs, accessible healthcare, and a higher quality of life are major draws. Slovenia, in particular, has emerged as an attractive destination thanks to its excellent standard of living.

The Global Retirement Report 2025, produced by Global Citizen Solutions, highlights which countries are leading the way in attracting retirees. The study analyzed 44 countries and their retirement programs, evaluating 20 indicators across six categories: administrative procedures, citizenship and mobility, economy, tax optimization, quality of life, and safety and inclusion. Each country received a score out of 100.

Slovenia performed exceptionally well, ranking 7th overall and proving that this small Central European nation is increasingly recognized as a top destination for peaceful, high-quality living.

Slovenia Among the World’s Best Retirement Destinations

Portugal continues to lead the ranking, thanks to its pioneering D7 visa for retirees. Mauritius took a surprising second place, followed by Spain, Uruguay, Austria, Italy, Slovenia, Malta, Latvia, and Chile.

Unlike Portugal or Mauritius, Slovenia does not offer a dedicated visa specifically for retirees from non-EU countries. Yet it competes with the world’s most sought-after retirement destinations. Its secret? An outstanding quality of life, driven by natural beauty, safety, reliable infrastructure, and rich cultural diversity.

Healthy Environment, Safety, Affordable Living, and Quality Healthcare

Slovenia is a land of contrasts: within its compact territory, the Alps meet the Mediterranean, the Pannonian Plain stretches out, and the Karst region adds rugged charm. This means residents can ski in the mountains, relax on the Adriatic coast, visit spas, or explore vineyards—all within a few hours’ drive. Easy access to nature is a key factor for retirees.

The country also offers a vibrant cultural scene, from concerts and festivals to museums and traditional celebrations. Slovenia consistently ranks among the world’s safest countries. Low crime, clear legal structures, and political stability give retirees peace of mind—often a decisive factor in choosing Slovenia as a retirement home.

Healthcare accessibility is another priority. Slovenia provides a public healthcare system covering most essential services, alongside private options that are more affordable than in many Western European countries. Traditional spas with a long history of medical, rehabilitation, and wellness services further enhance the country’s appeal.

Although living standards have risen and prices are comparable to neighboring nations, Slovenia remains more affordable than Austria or Italy. Costs for food, services, and housing are generally lower—an important consideration for retirees on fixed incomes.

Slovenia’s central location in Europe is another advantage. Major cities like Vienna, Venice, Zagreb, or Munich are just a few hours by car, while Ljubljana Airport connects to key European capitals. This makes it easy for retirees to maintain ties with family and friends abroad.

Life expectancy in Slovenia has been steadily increasing, with more people living into their 90s and beyond.

This reflects the country’s healthy environment, dietary habits, healthcare, and lifestyle. For retirees considering relocation, it’s a reassuring sign that Slovenia supports long, active, and healthy aging.

More and more foreign retirees, particularly from Western Europe, are making Slovenia their home.

Some settle in picturesque Alpine valleys, others in tranquil wine regions like Styria or Goriška Brda, and some along the Adriatic coast, drawn by the Mediterranean lifestyle.

Many highlight the combination of relaxed living, safety, and warm local hospitality.

GCS researchers note that most of the top ten retirement destinations are in Europe or the Americas, regions known for their safety, quality of life, and accessible healthcare. Dr. Laura Madrid Sartoretto, head of research at GCS Global Intelligence Unit, emphasizes that retirees prioritize stability, security, and well-being. Slovenia performs above the global average in all these areas.

Though small and lesser-known, Slovenia’s charm lies precisely in its balance of benefits. It offers everything retirees seek: a clean, safe environment, stunning natural beauty, quality healthcare, longevity, easy access to Europe, and affordable living.

Ranking 7th in the Global Retirement Report 2025 confirms that Slovenia can compete with major global players in quality of life. Even without specialized visa programs for retirees, it is increasingly recognized as a country where older adults can enjoy an active, peaceful life in harmony with nature.
